Once you have downloaded the software and installed it (use "Create a New Account" during install), go to the above web page, and click on "User Account Administration".
Click "Change User Account Info", Enter your email address, and click "I Don't Know My Password" to get your password emailed to you.
Once you have your password, follow this link and join the group.
